Prior Informed Consent (PIC) Circular (1999-2023) ID 20050 | 26.07.2023 The PIC Circular is a key document in the implementation of the Rotterdam Convention, both for the operation of the Prior Informed Consent (PIC) procedure and as a mechanism for the exchange of information on hazardous chemicals. The Rotterdam Convention on the Prior Informed Consent Procedure (PIC) for Certain Hazardous Chemicals and Pesticides in International Trade entered into force on 24 February 2004. The purpose of the PIC Circular is to provide all Parties, through their designated national authorities, with the information required in Articles 4, 5, 6, 7, 10, 11, 13 and 14 of the Convention. The decision guidance documents on relevant chemicals dispatched to Parties in line with paragraph 3 of Article 7 are sent out in a separate communication. The PIC Circular is published every six months, in June and December. The last Circular contains information related to and received during the period from 1 November 2022 to 30 April 2023.
