This guidance document aims to assist economic operators and other relevant stakeholders in preparing the implementation of the data requirements for the digital Batteries Passport. It sets out the data points to be provided for electric vehicle (EV) batteries, light means of transport (LMT) batteries and industrial batteries with a capacity greater than 2 kWh, and identifies where information is mandatory, optional, applicable only in certain cases, or does not have to be filled/displayed as of February 2027. It should be read together with the applicable provisions of Regulation (EU) 2023/1542 and any relevant delegated or implementing acts.

The document is intended to support a common understanding of the information to be made available in the Batteries Passport and to promote a consistent and workable approach across the batteries value chain by clarifying, to the extent possible, how the different data requirements may be understood in practice. In doing so, it is meant to facilitate dialogue among stakeholders, reduce unnecessary divergence in implementation approaches, and support a smooth and consistent rollout of the Batteries Passport.

By presenting the relevant data points in a structured and accessible manner, it seeks to help stakeholders identify the information that may need to be collected, assessed and made available, and to support early alignment of internal processes, data systems and reporting practices.

The following table is structured around five elements: (1) the data point number, (2) the data point name, (3) the legal source of the data point in the Batteries Regulation (BR), and (4)-(6) the applicability of the data point for EV, LMT and industrial batteries respectively. The applicability columns indicate whether a data point is mandatory, optional, applicable only in certain cases, or does not have to be filled/displayed as of February 2027. BR refers to REGULATION (EU) 2023/1542 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 12 July 2023 concerning batteries and waste batteries, amending Directive 2008/98/EC and Regulation (EU) 2019/1020 and repealing Directive 2006/66/EC. For the purposes of this document, EV batteries, LMT batteries and industrial batteries correspond to the battery categories defined in Article 3 of the Batteries Regulation (BR).

This guidance document may be further developed over time to provide additional detail and practical clarification. In particular, future updates may include further information on the definitions of the individual data points, as well as indications on possible measuring units or formats to be used when reporting those data points, with a view to supporting greater clarity, comparability and consistency in the information made available through the Batteries Passport. This document should not be considered as representative of the European Commission’s official position.
