This section contains the consolidated lists of draft amendments adopted by the Working Party on the Transport of Dangerous Goods. These amendments are expected to take effect on 1 January 2027, subject to adoption by the ADR Contracting Parties.
The amendments to the Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) adopted by the Working Party on the Transport of Dangerous Goods (WP.15) in 2025 and 2026 were formally notified to ADR Contracting Parties on 1 July 2026.
ADR Contracting Parties have three months, until 1 October 2026, to review the proposed amendments and object if they wish. If no objections are received in accordance with the Agreement's procedures, the amendments will take effect on 1 January 2027. The proposed changes are set out in the consolidated lists of amendments ECE/TRANS/WP.15/274 and Corr.1 and ECE/TRANS/WP.15/274/Add.1.
The 2027 edition of ADR introduces a range of updates to address emerging technologies, safety developments and sustainability goals. Key changes include new and revised provisions for lithium-ion, sodium-ion and hybrid batteries, including batteries installed in cargo transport units, as well as provisions supporting emerging hydrogen transport solutions. The amendments also facilitate the use of recycled plastics in certain packaging applications and strengthen vehicle safety requirements. Together with numerous technical updates to packaging and tank provisions, these changes help ensure that ADR remains aligned with evolving transport practices and technologies.
ADR aims to ensure the safe transport of dangerous goods by road and to reduce the likelihood and impact of accidents during transport operations. Its provisions reflect more than 50 years of experience and best practices developed by governments and industry experts.

At its 118th session, the Working Party on the Transport of Dangerous Goods requested the secretariat to prepare a consolidated list of all the amendments which it had adopted for entry into force on 1 January 2027 so that they could be made the subject of an official proposal in accordance with the procedure set out in article 14 of ADR, which, following usual practice, the Chair would be responsible for transmitting to the depositary through his Government. The notification would have to be issued no later than 1 July 2026, with a reference to 1 January 2027 as the scheduled date of entry into force (see ECE/TRANS/WP.15/273, paragraph 74).
This document contains the requested consolidated list of amendments adopted by the Working Party at its 115th, 116th, 117th and 118th sessions (see ECE/TRANS/WP.15/267, ECE/TRANS/WP.15/269, ECE/TRANS WP.15/271 and ECE/TRANS WP.15/273).
