How to prepare for the DWD notification of intention and application processes

This practical guide aims to help duty holders to fulfil their obligations in relation to Article 11 of the Drinking Water Directive (DWD). It provides practical tips and advice and explains ECHA’s processes and scientific approaches.  Practical guides are produced by ECHA, under its sole responsibility. They do not replace formal guidance (the generation of which entails a guidance consultation process involving stakeholders) that provides the principles and interpretations needed for a thorough understanding of the requirements of DWD. However, this guide explains, in a practical way, specific issues presented in the formal Guidance. 

In this March 2026 version, this practical guide aims to provide guidance to notifiers on the DWD notification of intention process and expands its scope of this guide to also cover the preparation and submission of DWD applications. This practical guide needs to be considered alongside other support documents and tools that ECHA has made available for the purposes of the DWD processes. 

ECHA invites interested parties to submit experiences and examples to be incorporated in future updates of this document. These can be submitted via the contact form on the ECHA website. 

Note: this practical guide uses the term ‘substance’ to refer to any starting substance, composition or constituent that is the subject of a DWD notification of intention or application.

DWD processes

Article 11 of the Drinking Water Directive (DWD) sets out minimum hygiene requirements for materials in contact with drinking water. The article establishes a harmonised system for ensuring that materials and products that come into contact with drinking water do not pose unacceptable risks to the European consumer.

As part of this system, ECHA maintains a positive list of starting substances, compositions and constituents which are approved for use in the manufacture of materials and products for drinking water. To manage the positive list, ECHA has two processes:

- DWD notification of intention; and
- DWD application.
