How to prepare a Drinking Water Directive Notification of intention / ECHA Update vers. 2.0 October 2025

The purpose of this manual is to assist in the preparation of DWD notification of intention dossiers using IUCLID.

The manual provides you with detailed and practical instructions on how to generate a substance dataset and outlines the IUCLID sections to be filled in and to prepare a valid dossier that can be submitted to ECHA through ECHA’s Industry or Authority Portal, whichever applies based on the type of applicant (economic operator or authority).

The information to be included in the IUCLID dossier is described in more detail in ECHA’s DWD Guidance Volume IV1. The required information comprises the following (the corresponding IUCLID section is indicated in brackets):

- the intended application type and key information on the material type and the scope of the notified entry (dossier header);
- the identification of the notified entry (section 1.1) and its chemical composition (section 1.2).
- the DWD Notification of intention number (asset number), in case the submission is an update of a previously submitted notification (section 1.3).
- information on the intended use(s) of the notified entry (section 2).

This manual assumes that IUCLID has been installed on your system (Desktop or Server) or that you are using IUCLID Cloud (online), and that you have a ECHA account. The features of the different types of installations are explained in the IUCLID download page.

More information about each field, the different functionalities in IUCLID and how to use those functionalities can be found in the help system of IUCLID (see section 3.6 More information on IUCLID functionalities).

The manual also assumes that you have decided on your notification of intention approach and have all relevant information available.
