Summary of the European Solar Test Installation’s contribution to the energy transition from 2022 to 2025

The European Union (EU) has an urgent need to achieve the ambitious climate-neutrality targets by 2050, emphasizing the acceleration of clean energy transitions towards decarbonization and sustainable economic growth.

The European Commission’s Joint Research Centre (JRC), through its PV Energy project and the European Solar Test Installation (ESTI) laboratory, plays a pivotal role in driving the development and deployment of next-generation PV technologies that align with the EU’s industrial strategy, circular economy principles, and global leadership in clean energy innovation.

Through its role as an accredited calibration laboratory and its commitment to knowledge dissemination, ESTI not only enhances the quality and innovation of solar technologies but also empowers the EU to meet its sustainability goals. 

This report presents an overview of the ESTI activities at the JRC over the period 2022–2025. ESTI provides reference measurements, calibration services and scientific support in the field of solar irradiance and photovoltaic (PV) device performance, ensuring traceability to international standards and worldwide comparability of results.

The report covers the maintenance and development of the solar irradiance traceability chain, participation in international inter-laboratory comparisons, generation of PV reference materials and accredited calibration services. It also describes pre-normative research activities addressing measurement challenges associated with emerging PV technologies and bifacial PV energy rating. It covers contributions to international standartization activities and support to EU energy and sustainable climate policies.

Through these activities, ESTI continues to play a key role in supporting reliable PV performance assessment and evidence-based policymaking.
