From 9 to 20 November 2026, the city of Antalya, Türkiye, will host the 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP31), the world’s leading international forum for climate negotiations.
The Conference will bring together Heads of State and Government, Ministers, negotiators, representatives of international organizations, the scientific community, the private sector and civil society to define the next steps to accelerate the implementation of the Paris Agreement and strengthen the global response to the climate crisis.
In addition to COP31, the following meetings will take place concurrently:
- the 21st session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 21);
- the 8th session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 8);
- the 65th session of the Subsidiary Body for Scientific and Technological Advice (SBSTA 65);
- the 65th session of the subsidiary body for implementation (SBI 65).
The COP31 Presidency
During COP30, the Parties welcomed Türkiye’s offer to host COP31 in Antalya, while also approving an agreement between Türkiye and Australia on the joint exercise of the Conference Presidency. Under this arrangement, Australia will assume the role of President of Negotiations, while Türkiye will serve as the host country.
In preparation for the Conference, the COP30 and COP31 Presidencies are working together to ensure an open, transparent and inclusive negotiating process, promoting continuous dialogue with Parties and observers throughout the lead-up to Antalya.
The Pre-COP preparatory meetings will be held in Fiji and Tuvalu, reflecting the commitment to highlighting the role of Small Island Developing States (SIDS) in the multilateral process, while also showcasing the tangible impacts of climate change on these particularly vulnerable countries.
Key negotiating issues
Building on COP30, COP31 will focus on the concrete implementation of commitments made in previous years, also with a view to preparing for the next ambition cycle, including the second Global Stocktake (GST2), due to conclude at COP33.
Key issues expected to be at the centre of the negotiations include:
- discussions on the continuation of the Mitigation Work Programme, including how to strengthen its effectiveness and make its dialogues a forum for accelerating climate action;
- implementation of the post-2025 climate finance goal (New Collective Quantified Goal – NCQG) and the alignment of financial flows with the goals of the Paris Agreement;
- implementation of the indicators for assessing and measuring progress towards the Global Goal on Adaptation;
- the review of the Just Transition Work Programme and the establishment of a mechanism to support its implementation.
The Brazilian COP30 Presidency will also present updates on the two initiatives launched under the “Mutirão” decision namely the Belém Mission to 1.5 and the Global Implementation Accelerator, both aimed at bridging the gap between countries’ commitments under their Nationally Determined Contributions (NDCs) and the achievement of the outcomes of the first global stocktake. Updates will also be provided on the two roadmaps announced in Belém: one focused on transitioning away from fossil fuels in a just and equitable manner, and the other on halting and reversing deforestation.
The COP31 Action Agenda
Alongside the negotiations, the Turkish Presidency will lead the COP31 Action Agenda, a programme of voluntary initiatives aimed at strengthening the contribution of governments, local authorities, businesses, financial institutions, international organizations and civil society to the implementation of the Paris Agreement. The Action Agenda will be structured around specific thematic areas and cooperative initiatives, including energy, water, waste, health, cities and oceans, among others, with the aim of accelerating the implementation of climate solutions, fostering new partnerships and showcasing best practices from around the world.
Towards Antalya
Throughout 2026, an extensive programme of political and technical consultations will bring together Ministers, Heads of Delegation, negotiators, observers and stakeholders, with the aim of fostering dialogue, building convergence and creating the conditions for concrete outcomes at the Antalya Conference.
The COP31 Presidency will work in close coordination with the Convention’s subsidiary bodies and all Parties to promote a negotiating process based on cooperation, transparency and ambition, helping to strengthen the global response to climate change and advance the implementation of the goals of the Paris Agreement.
